Waste Exchange Platform

The ‘Waste exchange’ is the centre platform for information exchange on supply and demand of all types of secondary materials that are the result of waste management or that can be generated during the production process. The ‘Waste exchange’ platform is open for all companies with the aim to foster secondary raw materials market.

The ‘Waste exchange’ is the centre platform for information exchange on supply and demand of all types of secondary materials that are the result of waste management or that can be generated during production process. It is intended for business entities or legal entities so only they may publish adds on the ‘Waste exchange’ platform.

Based on the strategic documents of the European Union, it was necessary to develop a framework for waste management system improvement and to promote resource efficiency by using higher quantities of secondary raw materials. The ‘Waste exchange’ was established with that aim - to enable a better function of secondary raw materials market. The structure of the Waste Exchange has contributed to the waste management system improvements, provided stakeholders with transparent information on available secondary raw materials and improved the management of different waste streams managed outside the Fund for Environmental Protection and Energy Efficiency.

The goal of the Waste Exchange is primarily to connect the suppliers of secondary raw materials with the seekers of raw materials and at the same time to develop minimum technological criteria that a certain secondary raw material needs to meet in order to make recycling possible.

In January 2017, the Government of the Republic of Croatia adopted the Waste Management Plan of the Republic of Croatia for the period 2017-2022. The Plan defines the objectives of waste management, criteria for determining the main locations for buildings and facilities with technical requirements, measures for the implementation of the Plan and projects important for the implementation of the Plan. The plan also defines financial resources for implementation, for the implementation of which the Government of the Republic of Croatia adopted a Decision on the implementation of the Waste Management Plan of the Republic of Croatia on 25 May 2017. The decision entered into force on the day of its adoption by the Government of the Republic of Croatia.

The Croatian Chamber of Economy is the holder of four measures in this Plan, and the co-holder of one measure. 'Waste exchange' is one of the measures.

The organization of a functional Waste Exchange seeks to:

  • improve the waste management system
  • provide system stakeholders with transparent information on available secondary raw materials
  • improve the management of special categories of waste managed outside the system of the Fund for Environmental Protection and Energy Efficiency

The aims of the Waste Exchange are:

  • ensure the technological criteria that a certain category of waste must meet in order to be suitable for recycling
  • enable the connection of suppliers of secondary raw materials and potential buyers of such materials
  • promote sustainability by using valuable secondary raw materials
  • create a transparent market for secondary raw materials.
