Scarlet leads work on diversity, equity and inclusion (DEI) in procurement. With UK GDS she assessed the gender equality and social inclusion practices within ICT procurement in five countries. As part of that project, she developed a quantitative framework for countries to use to evaluate gender and social inclusion in their procurement processes, laws and regulations. She then conceived of and has now developed a qualitative framework which, in combination, will allow governments around the world to not only measure how inclusive they are, but also help them to develop policies specifically aimed at DEI practices within procurement. These frameworks have been used across five countries and at least two local governments in the US. She also takes a wider lens to procurement with a focus on sustainability. As part of a recent project with the Open Data Institute and Microsoft she conducted research on net-zero value chains and the circular economy.
