Enabel is the development agency of the Belgian federal government, implementing Belgium’s international development policy.
Under the 2030 Agenda for Sustainable Development, we carry out public service assignments in Belgium and abroad.
We provide customised expertise, including Belgian public expertise, we promote the involvement of all and we pursue top-level partnerships.
Enabel enhances the impact of Belgium in international development by carrying out assignments for Belgian and international third-party donors.

and strategic positions. 20 years of experience
Enabel has twenty years of experience integrating environmental issues into its actions and ten years of experience providing solutions to deal with the effects of climate change. Leading and inspiring by example, the agency aims to have its offices in Belgium and abroad as well as its development projects become carbon neutral. Since July 2019, Enabel is accredited by the Green Climate Fund making the agency qualified to implement environmental projects financed by the Fund.
Climate-resilient and smart agriculture
Due to climate change, agricultural productivity is declining. Enabel supports the transformation of the agricultural sector in order to feed a growing global population in a sustainable and healthy way, providing the basis for economic growth and reducing inequalities.
Integrated and sustainable water management
Sound water governance rules and Integrated Water Resource Management are key to preserving both drinking water and productive water, in a context of water scarcity. Enabel contributes to more people having access to safe drinking water and to more land benefitting from Integrated Water Resource Management.
Green urban growth
Enabel's work is aimed at bringing more (secondary) cities and human settlements to adopt and implement integrated policies and plans for inclusion, resource efficiency, smart cities, circular economy and urban resilience, and to promote skills and jobs for the green and circular economy. That should reduce the risk of flooding, landslides and the existence of heat islands, amongst other issues.
Renewable energy & energy efficiency
In our energy programmes as well as in our health, agriculture, water and other programmes, we promote the production of energy from renewable sources, such as solar, hydropower, wind and biomass sources. In addition, we aim for the efficient use of energy in buildings, equipment and transportation, in view of achieving sustainable development and fighting climate change.
Strengthening local actors
We assist ministries, public operators and energy sector regulators in their roles and duties in view of improving service delivery to citizens and businesses. We also work at legal and regulatory frameworks primarily in view of optimising private sector participation.
Involvement of the private sector
Involving the private sector in the production and distribution of energy is key to improving access to energy. That is why we support the creation of public-private partnerships in view of making most of the complementarity between the public and the private sector. With its often good record for operating and maintaining infrastructure more efficiently, the private sector can also mobilise capital when public investments fall short. In addition, the private sector often has stronger expertise in designing, building and managing infrastructure.
Access to energy
We implement programmes that improve access to energy by extending the power grid and installing small rural networks. Access to energy is after all a preliminary condition for development and contributes to improving health, education, agriculture, governance, communication, and other services to citizens. Local businesses are also beneficiaries of our programmes: By accessing power enterprises can use machines and boost the production and quality of their products.
